§ 3.40.015. Definitions.

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Adopting agency means any agency, board, body, commission, employee or official of the municipality empowered by law to issue, amend or repeal municipal regulations.

Municipal regulation and regulation means every rule, regulation or standard of general applicability or the amendment, supplementation or revision thereof, adopted by a municipal agency, board, body, commission, employee or official, to implement, interpret or make specific the law enforced or administered by such persons or to govern its procedure. The term "regulation" does not include a rule or standard of conduct governing only the internal management of a municipal agency, nor does it include ordinances enacted by the assembly.
