§ 7.10.020. Purpose and interpretation of title.

A.

The purposes of this title are to:

1.

Implement Charter section 13.09, requiring that the assembly by ordinance provide for competitive bidding for goods and services, and for exceptions thereto;

2.

Maximize fair and open competition and discourage collusive bidding for municipal contracts consistent with the efficient operation of the municipal government; and

3.

Maximize the purchasing value of municipal funds.

B.

This title shall be construed and applied to promote the purposes stated in this section.

C.

The selection of investments authorized by section 6.50.030C. shall be accomplished in accordance with and subject to the provisions of section 6.50.030.
