Regulation 7.70 - REGULATIONS PERTAINING TO GRANT PROPOSALS |
§ 7.70.001. Grant proposal procedures.
A.
The purchasing officer may solicit grant proposals by issuing a request for grant proposals. The request for grant proposals shall state, or incorporate by reference, all terms and conditions to which a grant proposal must respond, and shall state the factors to be considered in evaluating grant proposals and the relative importance of those factors. Public notice of a request for grant proposals shall be given in accordance with Anchorage Municipal Code 7.20.020.B. One or more pre-proposal conferences may be held in accordance with Anchorage Municipal Code 7.20.020.C. A request for grant proposals may be modified only in the manner provided in Anchorage Municipal Code 7.20.020.C.
B.
Grant proposals shall be designated as such on an outer envelope and shall be submitted by mail or in person at the place and no later than the time specified in the request for grant proposals. Grant proposals not submitted at the place or within the time so specified shall not be opened or considered.
C.
Grant proposals shall be received at the time and place designated in the request for grant proposals. All grant proposals shall be open to public inspection after opening.
D.
In the manner provided in the request for grant proposals, the purchasing officer may negotiate with those responsible proponents whose proposals are determined by the purchasing officer to be reasonably responsive to the request for grant proposals. The purchasing officer may permit proponents to revise their grant proposals after submission.
E.
Awards shall be made by written notice to the responsible proponents whose final grant proposals are determined to be most advantageous to the municipality. No criteria other than those set forth in the request for grant proposals may be used in grant proposal evaluation.
F.
These procedures shall not be used for a grant or contract which:
1.
Involves, in the main, construction, modification or maintenance of public buildings or facilities;
2.
Involves the purchase of one or more vehicles;
3.
Is primarily a grant or contract for the purchase of supplies;
4.
Is primarily a grant or contract for the furnishing of services to the municipality, as distinguished from the furnishing of services to third parties.
A grant proposal which falls into one of the above categories may be declared nonresponsive by the purchasing officer whether or not it otherwise complies with the request for grant proposals.
