§ 27.20.100. Eagle River-Chugiak Park and Recreational Service Area board of supervisors.

    There is established a board of supervisors for the Eagle River-Chugiak Park and Recreational Service Area. The board shall consist of a representative and an alternate elected by each community council in the service area and one member at large appointed by the mayor and confirmed by the assembly. The alternate appointee shall serve in place of the principal representative as needed. The board shall advise and assist the department of cultural and recreational services in administering the services to be provided within the area. Subject to the limitations set forth in this title, the board shall have the following specified duties and responsibilities:

    1.

    The annual budget, and any subsequent changes, shall be prepared by the municipal administration and reviewed and approved by the Eagle River-Chugiak Parks and Recreation board of supervisors.

    2.

    The board shall establish policy guidelines and priorities for the guidance of the municipal administration and department of cultural and recreational services.

    3.

    The board shall review and comment to the assembly on all proposed capital projects for the improvement of parks and recreation under the jurisdiction of the service area.

    4.

    The board shall review and comment to the assembly on all proposed contracts for services within the service area submitted to the assembly.

    5.

    The Eagle River-Chugiak Parks and Recreation manager will keep the Eagle River-Chugiak Parks and Recreation board of supervisors apprised of program changes.

    6.

    Before the assembly acts on acquisitions, amendments to the parks and recreation plans, the park and recreation capital improvement program, proposed development of park, recreation or open space facilities, the budget, funding for the capital improvement plan, or ordinances relating to the park and recreation program, and contributions to private recreation organizations and activities, contract or management services, or recommended adjustments to the mill levy, it shall first refer the matter to the board of supervisors for its recommendations and comments.
