Any person aggrieved by the act or omission of another person constituting a violation
of the provisions of this title or the codes of technical regulation adopted herein
may, following 30 days written notice to the municipal official or department empowered
to enforce the provision, commence and maintain a civil action for injunctive relief
authorized by Section 1.45.010 B. The court, in issuing a final order in any action brought by a private person
under this section may, in its discretion, award costs of litigation to any party.
In any action under this section, the municipality, if not a party, may intervene
as a matter of right.
