§ 16.120.020. Cold weather plan activation and deactivation.

  • A.

    The cold weather plan shall be activated when the outside temperature drops to 45 degrees Fahrenheit or below on the day when overnight sheltering begins, by ambient or wind-chill measures. The plan is automatically in effect, with no further action required by the municipality or by designated temporary cold weather shelters, to provide shelter services under this chapter.

    B.

    The cold weather plan shall be deactivated when the outside temperature subsequently rises above 45 degrees Fahrenheit after plan activation. Notwithstanding deactivation due to temperature increases, no person sheltered overnight at a temporary cold weather shelter under this chapter shall be asked or required to leave before 8:00 a.m. without good cause.

    C.

    Temperature readings, for the purposes in this section, shall be according to the National Weather Service (NWS), Merrill Field Airport station, Anchorage. In the event the Merrill Field Airport station is offline, temperature readings from the NWS Lake Hood, Elmendorf, or Ted Stevens International Airport stations may be utilized.
