Unless otherwise provided in this title, any person who violates the provisions of
this title is subject to the imposition of a civil penalty as set forth in section 14.60.030, or, if such violation is not listed in the fine schedule set forth in section 14.60.030, a civil penalty as set forth in section 1.45.010. Assessment of civil penalties under this chapter does not preclude criminal charges,
prosecution or penalties under other provisions of this code or under state law.
